SUBJ: COMPREHENSIVE PLAN COMMITTEE APPOINTMENTS - COUNCILMEMBER McLAY, PLANNING COMMISSIONER LEHNER, PUBLIC MEMBER R. DAVID SCHEER AND STAFF MEMBER CITY PLANNER McKIBBEN OR HER DESIGNEE.

During a Joint Worksession with the Homer Advisory Planning Commission the Council concurred that there needed to be a Comprehensive Plan Committee formed. Council expressed their desire for the Mayor to appoint this committee and its members. The result of the ensuing discussion forwarded a recommendation that the Mayor appoint one Councilmember, one Planning Commissioner, one member of the Public and one staff member.

Councilmember McLay filed a data sheet. No other Councilmember has filed for this Committee. Councilmember McLay will be the Chair of this Committee and shall select the Vice Chair and name that person at the first meeting of this Committee.

The Planning Commission via Memorandum 06-30, requested that Commissioner Devony Lehner be appointed as the Planning Commission member. She filed an updated data sheet.

David Scheer was present for part of the worksession and has expressed his desire to participate as the public member on this committee. He has filed a data sheet.

This Committee shall have a sunset date of June 1, 2006. A written report with recommendations is due by June 7, 2006 and oral report at the City Council no later than Council's Regular Meeting of June 12, 2006.

The Committee shall address, at least, those items forwarded from the Joint Worksession with the Planning Commission.

RECOMMENDATION:

Confirm the Appointments of Councilmember McLay, Planning Commissioner Lehner, Public Member R. David Scheer and Staff City Planner McKibben or her disignee.
