TO: MAYOR HORNADAY AND HOMER CITY COUNCIL
WALT WREDE, CITY MANAGER
FROM: HOMER ADVISORY PLANNING COMMISSION
BY: BETH MCKIBBEN, CITY PLANNER
DATE: March 4, 2006
SUBJECT: Ordinance 06-12, Of the City Council of the City of Homer, Alaska Amending Homer City Code 21.48, Central Business District (CBD) by Deleting Some Allowed Uses.
At the regular meeting held on March 1, 2006
the Homer Advisory Planning Commission received the above referenced
Ordinance. The Commission discussed
this item and considered scheduling a public hearing.
The Commission recalled that at the joint work session of the City Council and
the Commission there was a general agreement made that there would not be any
amendments to Title 21, except the technical rewrite that has been funded, the
development of a Gateway district or Overlay, and the amendments that were
already in process. This proposed
ordinance is contrary to that agreement.
While the Commission is not opposed to
considering the concept of expanding the CBD and amending it to better fit with
the ideas of a “gateway” into town, the timing is awkward. It possible this may be an outcome of the
work initiated by the resolution that has directed staff to begin work to
develop an ordinance addressing the Gateway district.
City code requires staff to schedule a public
hearing. A hearing before the Planning Commission has been scheduled for April
5th, 2006.
