RE: Cooperative Agreement between Alaska Department of Fish and Game and the City of Homer for Restroom and Fish Cleaning Facilities – Amendment 2
BACKGROUND:
Port and Harbor Department requested grant funding from the Alaska Department of Fish and Game to replace the fish cleaning tables at Ramp 4 and to relocate this cleaning station. (memo attached)
A sixty thousand dollar grant was approved for this project through Amendment 2 to the existing cooperative agreement ADF&G Coop 04-047.
RECOMMENDATION:
Please approve and accept this grant and authorize the City Manager to execute the appropriate documents.

RE: Replacement of Ramp 4 fish cleaning tables
and relocation of Ramp 4 fish cleaning station.
The
City of Homer, Port and Harbor Department would like to request grant funding
from the funds you administer, for the replacement of the fish cleaning tables
at Ramp 4 and for the relocation of this fish cleaning station.
This
facility was originally constructed in 1987 using Federal Aid in Sport Fish
Restoration Act (Dingell-Johnson) and City of Homer funds. (Agreement attached) It has been operated and maintained by the
City of Homer to date. The platform and
tables are in need of repair and accessibility improvements.
The
purpose of this project would be to:
1)
Replace the existing
tables with new ones that have improved accessibility.
2)
Move the location from
the over water/ramp site to just south of the ramp on harbor uplands.
3)
New location would be
concrete slab design reducing cleaning time and maintenance costs.
4)
New location would
incorporate a simple roof design to reduce sea gull interference.
It
would be the intention of the City of Homer to suggest the amendment of the
existing cooperative agreement ADF&G COOP-97-056 to serve as a vehicle for
funding these improvements and that the City of Homer would continue to operate
and maintain this facility.
Design
Design is preliminary only, based on
the existing Fishing Hole facility. It
would be twice the size of that
cleaning station, two rows of tables, parallel to the harbor bank with a simple peaked roof. Tables would have two accessible cleaning
stations.
Costs
Rough order of magnitude cost would
be $50,000 based on estimate of Ramp 6 new installation
and Fishing Lagoon station actual costs.
Costs of utility extension still to be determined.
