SUBJ: COMPREHENSIVE PLAN COMMITTEE APPOINTMENTS - COUNCILMEMBER
McLAY, PLANNING COMMISSIONER LEHNER, PUBLIC MEMBER BRUCE TURKINGTON
AND STAFF MEMBER CITY PLANNER McKIBBEN OR HER DESIGNEE; LIBRARY
ADVISORY BOARD REAPPOINTMENT OF NANCY LORD AND BETTE SEAMAN AND NEW
APPOINTMENT OF LINDA MARTIN.
During a Joint Worksession with the Homer Advisory Planning Commission the Council concurred that
there needed to be a Comprehensive Plan Committee formed. Council expressed their desire for the
Mayor to appoint this committee and its members. The result of the ensuing discussion forwarded a
recommendation that the Mayor appoint one Councilmember, one Planning Commissioner, one member
of the Public and one staff member.
Councilmember McLay filed a data sheet. No other Councilmember has filed for this Committee.
Councilmember McLay will be the Chair of this Committee and shall select the Vice Chair and name that
person at the first meeting of this Committee.
The Planning Commission via Memorandum 06-30, requested that Commissioner Devony Lehner be
appointed as the Planning Commission member. She filed an updated data sheet.
David Scheer, Bill Smith and Bruce Turkington have submitted applications for the Comprehensive Plan
Committee as the public member. Bruce Turkington has the most history in Homer, was a member of the
first Comprehensive Plan Committee, has served the City of Homer on the City Council and on the
Homer Advisory Planning Commission. Council expressed their desire, on March 13, 2006, for the
Mayor to appoint Bruce Turkington.
This Committee shall have a sunset date of June 1, 2006. A written report with recommendations is due
by June 7, 2006 and oral report at the City Council no later than Council's Regular Meeting of June 12, 2006.
The Committee shall address, at least, those items forwarded from the Joint Worksession with the Planning Commission.

Nancy Lord, Sue Mauger and Bette Seamon applied for reappointment on the Library Advisory Board,
all terms expiring April 1, 2006. Gloria Corey and Linda Martin filed Data Sheets indicating their desire
to be appointed to the Library Advisory Board.
Nancy Lord's new term will expire April 1, 2009, at which time she may request reappointment.
Bette Seaman's new term will expire April 1, 2009, at which time she may request reappointment.
Linda Martin is a City resident and her term will expire April 1, 2009, at which time she may request
reappointment. She is a new appointment and replaces outgoing Boardmember Sue Mauger.
I wish to stress that all applicants for appointment and/or reappointment are qualified and very much appreciated.
RECOMMENDATION:
Confirm the Appointments of Councilmember McLay, Planning Commissioner Lehner, Public Member
Bruce Turkington and Staff City Planner McKibben or her designee to the Comprehensive Plan
Commission with a sunset date of June 1, 2006.
Confirm the Reappointments of Nancy Lord and Bette Seamon and the new appointment of Linda
Martin to the Library Advisory Board for three year terms each, to expire April 1, 2009.
