·        The HAPC further recommends that further consideration of this ordinance be deferred until      work is completed on the Scenic Gateway.

·        Further, should the Council decide to approve the proposed ordinance, the Commission            recommends that it include an amendment to the permitted and conditional uses and structures          allowed in the subdistrict (as addressed in the memorandum to Ordinance 06-12); the code be           revised to restrict resubdivision of existing lots in the subdistrict; restrict additional access to the       Sterling Highway within the subdistrict; and create pedestrian connections between the        subdistrict and the existing Town Center area.
