SUBJECT: Ordinance 06-20(A), Of the City Council of the City of Homer, Alaska Amending Homer Zoning Map to Rezone a Gateway Business District (a Subdistrict of the Central Business District) Portions of Rural Residential (RR) and Portions of Urban Residential (UR) Zoning Districts Fronting on the Sterling Highway West Hill area to the South West Boundary of the Central Business District.
At the regular meetings held on April 5, 2006
and April 19, 2006 respectively, the Homer Advisory Planning Commission held
public hearings to take comments on the above referenced Ordinance. Seven individuals testified at the hearing
held April 5th. Two
individuals testified at the hearing held April 19th.
The Commission discussed this item. They
accepted the staff report (attached) with recommendations. The Commission did make some minor
amendments to the recommendations. The
recommendations of the HAPC are as follows:

The HAPC
recommends that Ordinance 06-20(A) NOT be approved.
·
The HAPC
further recommends that further consideration of this ordinance be deferred
until work is completed on the Scenic
Gateway.
·
The HAPC recommends
that should further action be taken on this ordinance the boundaries be amended to include the Woodside area
as identified in Exhibit C.
·
Further, should
the Council decide to approve the proposed ordinance, the Commission recommends that it include an
amendment to the permitted and conditional uses and structures allowed in the subdistrict (as
addressed in the memorandum to Ordinance 06-12); the code be revised to restrict resubdivision of
existing lots in the subdistrict; restrict additional access to the Sterling Highway within the subdistrict;
and create pedestrian connections between the subdistrict
and the existing Town Center area.
Recommendation
The Homer Advisory Planning Commission recommends the Council not adopt the ordinance.
