MEMORANDUM 06-84
TO: Mayor Hornaday and Homer City Council
THRU: Walt Wrede, City Manager

RE: Coastal Animal Care Contract Amendment
Sherry Bess has requested permission to begin euthanasia of animals at the Homer Animal Shelter due to the danger and difficulty of transporting some animals and the unavailability of the veterinarian at times. Sherry has received certification from the National Animal Control Association as an Animal Euthanasia Technician and is applying with DEA for the permission to administer shots by lethal injection.
In the application process with DEA the Contractor is required to provide a copy of the municipal contract allowing them to euthanasia animals. When Coastal Animal Care’s contract was written it stated services for euthanasia would be provided by a licensed veterinarian. We are requesting to amend the contract to state the Contractor may also perform the services if they are certified.
DEA does have specific guidelines that are required for this permit and the Chief of Police will develop protocols for the security of any drugs used for euthanasia.
RECOMMENDATION: Approve the amendment to Coastal Animal Care Agreement.
FISCAL IMPACT: None
