Subject: Repaving
Project
Cost Estimates 2006
As discussed at the
last Meeting of the Whole, Public Works will not be able to add any significant
width to the roads scheduled for repaving this summer. There is not sufficient road prism width to
accomplish the construction of 6 foot wide pedestrian walkways. Adding
additional road width would infringe into the surface drainage ditches and
require considerable engineering and road reconstruction costs. Below is a breakdown of the costs of
completing pavement replacement and the cost of reconstruction to provide for
pedestrian improvements:
Original Project
LF Repaving
Cost* Reconstruction Cost**
Main Street Pioneer to Mountain View 2750 $125,000 $ 990,000
Bayview Avenue Main to Kachemak Way 1930 $
92,000 $ 695,000
Kachemak Way Bayview to Pioneer 2700 $129,000 $ 972,000
Ben Walters Lane East End to Mark White 3100 $140,000 $1,116,000
Rochelle Road East End to High School 1405 $
74,000 $ 506,000
Upper Heath Street Pioneer to High School 600
$ 40,000 $ 225,000
Requested Additions
Soundview Avenue Mulliken to Forest Glen
650 $ 36,000 $ 234,000
Waddell Street Sterling
Hwy to Post Office 600 $
24,000 $ 216,000
Total Project Cost
$660,000 $4,954,000
* Repaving could provide two 10’ lanes and a 4’
shoulder.
** Reconstruction would require excavation and
backfill, installation of storm drain system, storm water treatment facilities,
curb/gutter, and concrete sidewalks (similar to ADOT Bartlett/Hohe Project).
Recommendation: Public Works recommends that we repave the
six roads in the original project and the two additional roads shown above to
maintain the road improvements we currently have using HARP funds. The creation of pedestrian walkways along
streets in Homer will require considerable funding and a long term commitment
of resources.
