Authorize City Manager
to Execute Design Contract
The City has entered
into a term contract with two firms to design water and sewer projects over the
next three years. The Public Works Department
has chosen to work with Bristol Environmental on the Kachemak Drive
Water and Sewer LID (Phase II). The City has developed a scope of work and a
schedule for the project, and negotiated a not to-exceed-fee for the design of
the project.
The $2.5 million
project consists of the installation of approximately 8100 lf of 12”water and
7500 lf of 8” sewer main; a sewage lift station with force main; and a pressure
release valve (PRV) station along Kachemak Drive (south of East End Road). Preliminary design will be complete by
summer 2007 and final design by November 2007.
Construction should be completed by the end of the summer, 2008.
The cost of design
has been established to be $319,688.
This cost includes:

the design of
the improvements,
·
preparation of
a report discussing how construction of the project could impact the amount of
erosion occurring along the adjacent bluff,
·
preparation of
easement documents for acquisition of required easements,
·
environmental
and regulatory permitting
This is a reasonable
cost to complete the work and is within the project budget (set at the time the
LID was formed last year).
Recommendation: Authorize the City Manager to issue a notice
to proceed, execute the design contract between the City and Bristol Environmental
in the amount of $319,688, execute all appropriate documents required to
complete the design of the Kachemak Drive Water and Sewer LID (Phase II) project.
