SUBJECT: City Hall / Town Plaza proposal Evaluation Committee

As you know, the RFP to solicit proposals for design / construction teams is on the street now. Proposals are due on August 1, 2007. According to the schedule outlined in the RFP, the City will have its evaluation of the proposals complete and a short list of proposers selected by August 8a'. Interviews for those teams on the short list starts on August 15. A committee needs to be established quickly to evaluate and score the proposals and to participate in the interviews.

I have given some thought as what the make-up of the evaluation committee should be. I have reviewed both the City's procurement policies and the guideline manuals we have for the GC/CM method. The procurement policies say basically that for proposal evaluations, the City Manager is responsible for putting the committee together and that it should include the Finance Director and other professionals with expertise that will be intimately involved in the day to day implementation of the project. The GC/CM manuals recommend farther that you have stakeholders involved and an independent, objective, third party expert.

So I would suggest that the Committee include the following. I think this is a manageable group (7 members) and that it would be consistent with the recommendations stated above. Council may amend if it wishes.

The City's GC/CM expert consultant (Dan Chandler)

Three Members of the City Hall / Town Plaza Review Committee

NOTE: When this was discussed at the last City Hall / Town Plaza Committee meeting, the members expressed a desire to have at least one and possible two Council members on the Evaluation Committee. If Council agrees, it could add Council members to the committee or ask that the two Council members already on the Committee be chosen.

RECOMMENDATION: Affirm the make-up of the Proposal Evaluation Committee 7/.7/0,
