SUBJ:              Proposed Ordinance 07-28(A)

Councilwoman Francie Roberts requested the following information be included in the Council Packet.

  1. A copy of the current beach ordinance.
  2. A map showing property lines, the city tidelands, and the critical habitat area. The critical habitat area begins seaward of the 17.4 ft mean high water. So generally, anything below the high tide line is within the critical habitat area.
  3. Minutes form the Parks an Recreation Commission’s discussion of the proposed ordinance.
  4. A map showing where vehicles can drive on the beach.

Staff would like to clarify that the Beach Policy, which is on the consent agenda, is a different issue than this proposed ordinance, although the issues are related. The Beach Policy is the city’s overall management policy and includes things like signage and education, in addition to recommendations for vehicles on the beaches. The proposed ordinance only deals with motorized vehicles on the beach. If the ordinance passes, the beach policy remains a policy document, but overridden by an ordinance of the city.
