SUBJECT:        RECOMMENDING CITY COUNCIL FORWARD DRAFT                                                ORDINANCE 21.55 OVERSLOPE DISTRICT TO THE HOMER                            ADVISORY PLANNING COMMISSION FOR THEIR                                                  CONSIDERATION, INPUT AND ADOPTION.

In April 2006 City Council adopted Resolutions 06-47(A) and 06-58 to form an Overslope Development Task Force (ODTF). The ODTF was to delineate the issues about Overslope Development and to recommend solutions. The task force was to submit a written report to include potential economic/revenue generators to the City Council no later than February 1, 2007.

The Overslope Development Task Force held several meetings receiving input from the public, Planning Department and the Homer Advisory Planning Commission. They completed their assignment timely and filed a written report with the City Clerk on February 1, 2007.

This item appeared on the February 12, 2007 City Council agenda. Inadvertently, the newly appointed City Clerk listed Memorandum 07-24, the recommendations of the Overslope Development Task Force, as an informational item instead of a business item. It was recently brought to the City Clerk’s attention the recommendations of the ODTF were not presented to City Council as a business item, thus stalling the process.

RECOMMENDATION:

Voice approval of Memorandum 07-24 to forward draft Ordinance 21.55 Overslope District to the Homer Advisory Planning Commission for their consideration, input and adoption.
