Subject: Reber Trail Funding/Maintenance Costs
At the last Council meeting, two questions were asked:
Funding
The matching amount of $109,000 will be paid for over a two year period from the HART fund. For 2008, this project will be presented as a Capitol Improvement Project in the annual budget. It is staff’s desire to complete the project with or without grant funds. Grant funds will allow city taxpayer money go further for other projects, but the trail can be constructed without them.
In the adopted 2007 budget, HART was forecasted to receive $1,243,652 in sales tax revenue. In 2008, ten percent of HART revenues will be placed into a separate fund for trails. Staff does have not the exact projection for 2008, but using figures from 2007, this equates to approximately $124,000 a year. The Reber trail project would be paid for over a two year period. The first year of the project will consist of further site design work and contracting, with the project construction taking place in 2009. Staff has verified with the Finance Department that this arrangement is acceptable.
Maintenance
HART does not pay for trail maintenance; it only covers construction. General maintenance of this trail will consist of weekly trash pick up. This is anticipated to take an hour of staff time, including transportation, each week. The trail will need to need graded once a year. Annual maintenance cost is estimated to be $2,100.
