Project Status – Budget
The GC/CM team has
been working hard to initiate public involvement and planning for the design of
this project. Public Works has been
working on getting all team members under contract.
The team will focus
first on completing a 10% conceptual design.
The intent will be to contract for this conceptual design and then
proceed with final design once the project is better defined than it is
currently.
To this end, Public
Works has established a scope of work and a schedule for this initial 10%
conceptual design. Attached is the scope
and schedule covering this initial phase and projecting future work and
completion dates. The City will contract
directly with each firm, with Jay-Brant leading the project team. The project team has determined the cost of
completing this conceptual work:

this project will be completed by
Once the 10%
conceptual design is approved by the Council, total pre-construction costs will
be determined and contract modifications will be presented to the Council for
approval. The budget for all City
Hall/Plaza pre-construction services is estimated to be $980,000.
Recommendation: The City Council should approve
the initial contracts with the three firms for the 10% conceptual design;
establish a budget of $980,000 for pre-construction services and authorize the
City Manager to execute all appropriate documents to complete the initial 10%
conceptual design.

Scope of Work – Jay-Brant
10% Conceptual Pre-Construction Services
The scope of work for the 10% conceptual pre-construction
services portion of this project consists of, but may not be limited to, the
following tasks:
Jay-Brant will:
1) Attend
public meetings and coordinate with the City Hall/ Town Square Review
Committee. Promote public input and
provide public information needed to involve interested parties in the design
of the project. Communicate with all
stakeholders through the City.
2) Determine
Fall 2007 construction requirements and coordinate with City to accomplish.
3) Hold
weekly project coordination meetings with City and design team as appropriate.
4) Assure
constructability and cost issues are understood as the 10% conceptual design
progresses. Control design decisions in
conformance with the established project budget.
5) Assist
and monitor CPQ permit submittals prepared by Seabright Survey and their
coordination of wetland delineations.
6) Provide
project information required by potential funding agencies for use by the City.
7) Prepare
a 10% conceptual cost estimate for construction (building, plaza, on-site
parking, on-site landscaping, on-site utilities, and on-site vehicular and
pedestrian access improvements).
ECI/Hyer will:
1) Attend
public meetings and coordinate with the City Hall/ Town Square Review

2) Prepare
10% conceptual plan showing general locations of City Hall and Plaza for use in
promoting public involvement and obtaining approval by the City.
3) Assist
in preparing a 10% conceptual cost estimate for construction (building, plaza,
on-site parking, on-site landscaping, on-site utilities, and on-site vehicular
and pedestrian access improvements).
4) Assist
Jay-Brant determine Fall 2007 construction requirements.
5) Attend
telephonically weekly project coordination meetings with City and design team
as appropriate.
6) Assist
in assuring that constructability and cost issues are understood as the 10%
conceptual design progresses. Assist in
controlling design decisions in conformance with the established project
budget.
7) Provide
project information required by potential funding agencies for use by the City.
The City will:
1) Contract
directly with Seabright Survey to complete field survey, platting and
environmental regulatory permitting for the project.
2) Contract directly with appropriate firms to complete preliminary geotechnical investigations for the project.
3) Provide
design review and Owner input into the design of the project in a timely
manner.
4) Provide
alignment and scope of work regarding the extension of off-site road, water,
sewer and drainage improvements in support of

access to existing City construction contracts to effect any Fall 2007
construction efforts.
6) Contract
directly with Seabright Survey to accomplish 10% conceptual federal, state and
local permitting submittals and coordination (wetland delineation and CPQ)
