MEMORANDUM 07-180

SUBJ:             LEASE COMMITTEE - MAKE-UP, POLICY AND PROCEDURES

 

Background:

 

            The Port and Harbor Commission discussed the City of Homer Lease Committee at its regular meeting on October 24, 2007, under New Business, Item C.

 

            The Commission passed the following motion:

VELSKO/MARTIN – MOVED TO DIRECT STAFF TO DRAFT A MEMORANDUM THAT THE PORT & HARBOR ADVISORY COMMISSION RECOMMENDS THE LEASE COMMITTEE WHEN IT MEETS TO DISCUSS LEASES ON THE HOMER SPIT, BE COMPOSED OF THE FOLLOWING:  FINANCE DIRECTOR, HARBORMASTER/PORT DIRECTOR, PLANNING DIRECTOR, A PUBLIC AT LARGE MEMBER APPOINTED BY THE MAYOR AND/OR CITY MANAGER; A MEMBER OF THE ECONOMIC DEVELOPMENT ADVISORY COMMISSION; A MEMBER OF THE PORT & HARBOR COMMISSION APPOINTED BY THE CHAIR, VICE CHAIR, OR ACTING CHAIR OF THE PORT & HARBOR ADVISORY COMMISSION AFTER DISCUSSION BY THE PORT & HARBOR COMMISSIONERS, APPOINT ONE CITY COUNCILMEMBER; MINUTES BE TAKEN; AND A CHAIR AND VICE CHAIR TO BE ELECTED.

 

VOTE. YES. KILCHER, ULMER, VELSKO, CARROLL, MACKIE, MARTIN

ABSTAIN. HOGAN

 

Motion carried.

 

            The motion contained the following recommendations that if adopted by the Homer City Council would require amendment of Chapter 2 of the City of Homer Property Management Policies and Procedures manual.

 

·        The Lease committee, when considering leases on the Homer Spit be composed of the Finance Director, Harbormaster/Port Director, Planning Director (City Planner), a Public at Large Member, a member of the Economic Development Advisory Commission, a member of the Port & Harbor Advisory Commission and one City Council member.

 

·        The Lease Committee shall elect a chair and vice chair.

 

·        Minutes are to be taken.

 

            As further background, a Memorandum from City Manager Wrede to Chairman Kilcher dated October 18, 2007 is included to clarify the applicability of the Open Meetings Act requirements for Lease Committee meetings.

 

Recommendation:

 

            Please consider the recommendations of the Port and Harbor Commission for amendment and clarification to Chapter 2 of the City of Homer Lease Policy.
