SUBJ:             KACHEMAK SHELLFISH MARICULTURE ASSOCIATION FACILITY PARKING

 

Background:

 

            Kachemak Shellfish Mariculture Association (KSMA) is planning the construction of an 8,373 square foot, 2-story building on the platform they own on the west side of the Homer Spit.  The intended purpose of the building is for shellfish processing and a restaurant.

 

            KSMA will be submitting a Conditional Use Permit application to the Homer Advisory Planning Commission that includes locating five required parking spaces on city-owned land across Homer Spit Road from the proposed development.  (This parking would be in addition to approximately 20 spaces in the state right-of-way immediately abutting their property).

 

            KSMA is asking the City to enter into an agreement to use or lease City land for the five required spaces.  The Port and Harbor Advisory Commission discussed this request as New Business, Item F at its regular meeting on October 24, 2007.

 

            The Commission passed the following motion:

ULMER/VELSKO – MOVED TO RECOMMEND A LEASE FOR FIVE NONDESIGNATED PARKING SPACES FOR A YEARLY FEE IN PROXIMITY TO THE PROJECT TO FULFILL REQUIREMENTS GIVING THE RIGHT TO THE CITY TO DETERMINE THE LOCATION OF THE REQUIRED SPACES AND CHANGE THIS LOCATION AS REQUIRED.

 

VOTE. (Main Motion) YES. UNANIMOUS CONSENT.

Motion carried.

 

Recommendation:

 

            Please request City Administration negotiate a use agreement with KSMA for five non-designated parking spaces as outlined in the motion above.
