TO:      MAYOR HORNADAY AND HOMER CITY COUNCIL

      FROM:    COUNCILMAN DOUG STARK

DATE:    COUNCIL MEETING OF 12 FEBRUARY 2007

SUBJECT: JUNEAU TRIP REPORT, 23-25 JANUARY

We were in Juneau from 23-25 January.  The first two days were

primarily Alaska Municipal League meetings and a Legislative

Reception Wednesday night.  The most important news from the AML

was that based on the Governor's budget, AML's hiring of a lobbyist,

and talks with municipal officials and legislators, it seems probable

that Homer will receive $300,000 in revenue sharing and a $300,000

credit on our PERS account.  In addition to a number of legislators

at the reception, we chatted with our old friend, General George

Cannelos, Federal Co-Chairman of the Denali Commission.

Thursday was non-stop meetings with the Governor's staff and

legislators and their staff.  The capital projects book that Anne

Marie Holen prepared was extremely well done and was invaluable in

our presentations.  Probably the most fruitful sessions were with

the Acting DOT Commissioner, the OMB Director, Homer's House and Senate

representatives, the Acting DEC Commissioner, and the Coast Guard

Chief of Staff.  But each of the 20 meetings was a ground-laying

exercise with will bear fruit for Homer, particularly if followed

      up with an April visit.
