SUBJ: OVERSLOPE DEVELOPMENT TASK FORCE (ODTF)

BACKGROUND:

The Homer City Council initiated an Overslope Development Task Force upon passage of Resolution 06-47(A) and clarified via Resolution 06-58.

Meetings were held in conjunction with the regular Port and Harbor Commission meetings on September 26, 2006; October 25, 2006; November 15, 2006 as a joint work session with the Homer Advisory Planning Commission; December 13, 2006; and on January 24, 2007.

Input was received from the public, Planning Department, Port and Harbor Department and members of the Homer Advisory Planning Commission.

The ODTF identified two areas along the harbor uplands as suitable for an initial request for proposal (map attached).

The ODTF reviewed draft Ordinance 21.55 and made a number of clarifications and recommended changes (attached).

RECOMMENDATION:

The Overslope Development Task Force recommends that the Homer City Council forward the attached draft Ordinance 21.55 to the Homer Advisory Planning Commission for their consideration, input and adoption. Upon final adoption, the areas identified could be included in Request for Lease Proposals.

Fiscal Note: No fiscal impact.
