RE:                  Sick Leave Bank

 

In 1986 employee vacation and sick banks were combined resulting in the loss of 9 sick days. During the 2005 parity review a recommendation was made to provide a sick leave bank for employees. Overall of the 13 cities surveyed Homer had the lowest leave bank with the exception of Wasilla.  Seven cities provided sick banks in addition to leave banks.  Our leave bank is low for new employees but after 10 years employment we are fairly comparable. 

 

The proposed sick leave bank would provide 40 hours in a calendar year.  Any unused hours could not be carried over and employees would not be able to cash out the hours upon leaving the city. Having a sick bank will benefit the city overall.  Many employees come in sick to save leave time for vacation when they should be staying home. When this happens we normally have other employees exposed and becoming sick. Providing a sick leave bank will also provide an additional benefit in the effort to recruit and retain employees.

RECOMMENDATION:  Approve Resolution 07-55 to create a 40 hour sick leave bank for employees.

 

FISCAL IMPACT:       No fiscal impact to the 2007 budget.
