RE:                   Community Schools Agreement

The City and the Kenai Peninsula School District signed an Agreement for Joint Use of Equipment and Facilities for the operation of the Community Schools program in 2006.  The agreement was from July 1, 2006 to June 30, 2007 with an option to extend the agreement for up to five years.

The City and KPSD representatives met and discussed changes to the agreement.  The City had minor changes to wording and adding language regarding scheduling events.  The KPSD advised the City that due to their e-rate funding they could no longer provide phone or internet service to the Community Schools program as the e-rate funding is based on K-12 school programs.   The City will be required to provide a phone and internet line to the Community Schools office located at Homer High School effective 6-30-07.  There is sufficient funding in the 2007 Community Schools budget to cover this cost estimated at $540.

A new agreement has been prepared with a 3 year term and an option to renew for an additional 5 years.  A copy of the agreement is attached showing the changes that have been made.

RECOMMENDATION:      Approve the Agreement for Joint Use of Equipment and Facilities and authorize the City Manager to sign.

FISCAL IMPACT:                $119,488 in expenses was budgeted for 2007 with an expected $60,000 in revenues.  No increase is anticipated in the previous budgeted amount.
