Re:                   CIP List Development

It is time to start the process of identifying and prioritizing projects for inclusion in the 2008-2013 Capital Improvement Plan. This process involves the public, the Council, the advisory commissions, and local non-profit organizations and agencies.

 

I am proposing a slight modification to the schedule (compared to previous years) to give the Mayor and individual Council members an opportunity to provide input earlier in the process of compiling a new draft. (Another change is that I will be keeping new proposed projects separate from the larger CIP draft and will not incorporate those projects into the overall CIP until the they have been explicitly approved for inclusion by the City Council as a body.)

 

The schedule proposed for development of the CIP also gives each commission at least two chances to put the CIP on a meeting agenda. Final adoption of the CIP resolutions by the City Council is anticipated at the October 8, 2007 meeting. (New City Council members will have been elected at that point, but will not yet be voting.)

 

Please find attached the City of Homer 2008-2013 Capital Improvement Planning Process and FY 2009 Legislative Request Development Schedule for your review. Council approval of this schedule is the first step in the CIP process.
