SUBJECT: An Ordinance of the City Council of the City of Homer, Alaska, Amending the Homer City zoning map to rezone portions of the Conservation Zoning District (CONS) to Rural Residential (RR).

At the regular meeting held January 2, 2008, the Homer Advisory Planning Commission held a public hearing on the above referenced rezone. The Commission recommended the City Council approve the requested rezone.

Discussion:

The proposed rezone would change the zoning for the City water treatment facilities on Skyline Drive from Conservation, to Rural Residential. The zoning designation of Bridge Creek Watershed Protection district would not change. The Conservation zoning district allows for a very narrow set of land uses; public utilities facilities and structures are not a listed permitted or conditional use in this district. They are listed as a conditional use in the Rural Residential District.

Recommendation:

The Homer Advisory Planning Commission recommends the Homer City Council adopt the ordinance and amend the Zoning Map.
