Subject:            Homer Water Main Hydro-Power Project

                        Approval of Pre-Construction Design Contract Award

Bristol Environmental and Engineering Services Corporation

 


The City of Homer has been awarded a grant from the Alaska Energy Authority (AEA) for pre-construction services (design) of this project.  The grant is being finalized and AEA is encouraging the City to proceed with design.

 

The City has a term contract with Bristol Engineering and Environmental Services Corporation (BEESC) for design work similar in nature to the work contemplated for this project.  BEESC completed the City’s Water Master Plan, designed pressure release stations and distribution improvements for the City over the last 3 years.  Their knowledge of the City’s water system makes them most qualified to assist the City in completing this project. BEESC has included personnel familiar with the installation of turbine generators on water distribution systems.

 

Public Works has reviewed a proposal from BEESC and has determined that it provides a highly qualified team of specialists that can complete this project within the proposed budget under the existing term contract previously approved by the City Council.  A work order can be issued under this contract for the completion of this work in conformance with the City’s Procurement Policy.

 

Recommendation:  The City Council pass a resolution approving the award of pre-construction services for the Homer Water Main Hydro-Power Project to Bristol Environmental and Engineering Services Corporation, of Anchorage Alaska, in the amount of $39,000 and authorizing the City manager to execute all appropriate documents.
