Subject:            Town Center – Conceptual Preliminary Plat

 


 

Attached is the conceptual preliminary plat for Town Center for your review and comment. 

 

This plat has been developed with input from Public Works, the City Hall/Town Square Review Committee, the City Hall design team, the property owners, and the public.

 

The plat shows the basic road alignments and the proposed internal property lines.

 

The main focus of the plat is to provide for the design of roads needed to construct the new City Hall/Town Square, but it also tries to establish tracts of land within the Town Center area that will accommodate the commercial, institutional, residential and open space uses that have been contemplated in the Town Center Master Plan.

 

The plat shows the east/west road corridor (from Main Street over to Hazel).  It shows the connection of this road to the Sterling Highway along with the north/south greenway/drainage corridor.  It shows a tract of land that would be suitable for a large retail anchor, the city hall/town square parcels, and existing rights-of-way and access easements that would need to be vacated to allow for future development of the Town Center.

 

It does not show a second connection to Main Street or how Town Center would be connected north to Pioneer Avenue.   The need for the second connection to Main Street and which alignment would best provide assess to Pioneer Avenue will take additional thought and discussion; this plat focuses on what will be needed to move forward with the City Hall/Town Square project.

 

A more refined plat will be presented to the City Council in March (with any Council comments that come from your review of this conceptual preliminary plat).

 

 

Recommendation:  The City Council should approve the general road alignment and lot layout shown on the conceptual preliminary plat.
