MEMORANDUM 08-23

SUBJ:             LAND ALLOCATION PLAN 2008

 

 

            The Port and Harbor Advisory Commission discussed Spit land allocation issues at its regular meeting on January 23, 2008 as Item A, under New Business.  The Commission stated by consensus that there are no changes to the recommendations forwarded to the Homer City Council by Memorandum 07-23 on January 26, 2007.  Those recommendations were:

 

            1.         Lot 49 to continue to be used for dredge material de-watering.  (Army Corps of                                 Engineers estimates that Fall 2008 will be final de-watering activity at this site.)

 

            2.         Lots 14 through 35 – RFP process should be delayed until overslope                                      development standards and related parking issues are adopted. (Port and Harbor                Commission recommendations regarding overslope development have been                                    forwarded to the Homer City Council.)

 

            3.         Lot 8D1 should be reserved for a marine related business which could include a                               petroleum products tank farm and a pipeline out to the (expanded) Deep Water                                 Dock.  This lot to be RFP’d at the appropriate time for this type of marine support                             activity.

            4.         Lots 4-10 – RFP process should be delayed until master parking plan and East        Boat Harbor Expansion can be considered.

            5.         Lot 11 should be held in reserve to attract a container ship / barge operation and/or an industrial support base operation to the Port of Homer.  This should be            a long term lease.

            6.         Lot 13 – continue its current use as a gear storage and cargo staging  area for          Deep Water Dock cargo.

            7.         Tract 1A – no recommendations.  (ACOE has designated an area approximately      200’ X 460’ as the dredge de-watering and deposit site to be built in Fall 2008.)

            8.         Barge Beaching area – the Commission recommends against filling in the area        with dredged materials.  This idea may be revisited at a later date.

·        In addition to these specific recommendations, Commission indicated that it remains important to allow for commercial fishing gear storage in an accessible area (currently a portion of Lot 13).

 

·        Regarding overslope development, the Commission identified two specific locations as suitable for future overslope development

  1.  NW corner of harbor, portion of Lot 12A adjacent to Ramp 5

  2.  NE corner of harbor, adjacent to Ramp 6

By separate motion KILCHER/ULMER – MOVED TO RECOMMEND THAT HOMER CITY COUNCIL FINALIZE ADOPTION OF THE OVERSLOPE DISTRICT DRAFT HOMER CITY CODE 21.55.

                        VOTE.  YES. NON-OBJECTION. UNANIMOUS CONSENT

·        The Commission recommends that Lots 9A, 10A, 12C, 13B and the Lot 12 chip pad be leased as soon as possible.

 

·        By separate motion HOGAN/KILCHER  MOVED TO RECOMMEND CITY COUNCIL IDENTIFY CITY OWNED PARCELS THAT SHALL BE DISPOSED OF (SOLD) FROM THE CITY’S INVENTORY.
