Discussion:
The
proposed rezone would change the zoning of a land locked parcel from Urban
Residential to Residential Office. The adjacent lot, is owned by the applicant
and is zoned Residential Office. It is
important to note that since the Commission considered this rezone in November
and December the property owner has submitted, and the HAPC has recommended
approval, a replat that would eliminate the common lot line. If the borough approves this replat it will
create a lot that is zoned both Residential Office and Urban Residential.
The justification and reasoning behind this rezone is covered in the attached
staff report HAPC 07-106 and the attached rezone application. Additional information regarding petitions
for rezoning, spot zoning, split lot zoning and other questions or concerns
raised during review of this application is included in staff report HAPC
07-114, which is also attached.
Recommendation:
The Homer Advisory Planning
Commission recommends the Homer City Council not adopt the ordinance and not amend
the Zoning Map.
