Subject:            Town Center Infrastructure (Water/Sewer/Roads/Drainage)

                        Design Contract and Final Platting Approval

 


The 35% design for the new City Hall/Plaza will be complete on March 10.  A preliminary plat for the initial dedication of roads into the Town Center has been submitted to the Planning Department.  The width of the proposed roads, the alignment of the pedestrian improvements, and the configuration of on-street parking have been established.  The design of the access, water, sewer and drainage improvements that will support the development of Town Center can and should be initiated at this time.  The intent is to present the 35% design of these improvements to the City Council before proceeding to final design.

 

The cost of the design of this infrastructure will be paid for by the property owners that benefit.  Only that portion of the project that directly benefits the City Hall/Town Square project will be paid for by the City.  The details of how the proportional shares will be divided are being worked out through the agreements between all benefited property owners.

 

The GC/CM design team is prepared to proceed. Public Works has prepared a scope of work, reviewed the design proposal and has agreed that a reasonable cost to provide the design is $89,255.  This will include preparing construction bid documents for the road/water/sewer/drainage improvements (including an detailed construction cost estimate), coordinating this design with the City Hall project, and final platting of the Town Center area. 

 

With the approval of this contract all support infrastructure can be constructed this summer to allow the construction of the new City Hall project to begin, and all infrastructure will be completed before the end of the summer 2009 (opening of the new City Hall Town Square facility).

 

Recommendation:  The City Council should approve the award of the above described contract with Seabright Survey for the design of the Town Center infrastructure in the amount of $89,255 and authorize the City Manager to execute all appropriate documents.
