MEMORANDUM 08-45

To:                   Walt Wrede, City Manager

From:               Carey Meyer, Public Works Director

Date:                December 17, 2007

Subject:            New City Hall/Plaza

Project Status – Budget – 65% Design Award

The design team is ready to move forward with the 65% final design.  The intent will be to contract for this design only if the City Hall/Town Square bond proposition passes (March 25).  This phase of this project would be completed by June, 2008.

To this end, Public Works has established a scope of work and a schedule for this 65% schematic design.  As in previous phases, the City will contract directly with each firm, with Jay-Brant leading the project team.  The project team has determined the cost of completing this 65% design work:

Team Member              Tasks Assigned                                    10% Fee          35% Fee          65% Fee

ECI/Hyer                     (design/public involvement)                   $ 101,980        $ 202,985        $ 300,000

Jay-Brant                     (constructability/cost estimating)            $   28,563        $   63,973        $   75,000

Seabright Survey          (survey/permitting/platting prep)            $   65,288        $     9,500        $            0

Total                $ 195,831        $ 276,458        $ 375,000

The budget for all City Hall/Plaza pre-construction services is estimated to be $980,000.  We appear to be in line with this expectation. The public, the City Hall/Town Square Review Committee and City staff will continue to provide input to the final design.

Once the 65% final design is approved by the Council, the team expects to be ready to inter into a Maximum Allowable Cost Contract (MACC)

Recommendation:  The City Council should award and approve this set of contracts with the two firms of ECI/Hyer and Jay-Brant for the 65% final design and authorize the City Manager to execute all appropriate documents.
