SUBJECT:       An Ordinance of the City Council of the City of Homer, Alaska, amending Chapter 21.60 Supplemental Regulations, Article 1, Sign Code.

 

The Homer Advisory Planning Commission developed an ordinance, which, if approved, makes changes to HCC 21.60 Supplemental Regulations, Article 1, Sign Code. The proposed amendments address sign area, eliminate the terms cluster business/business clusters, and clarify sign area calculations. The proposed amendments have been reviewed by the City Attorney and his comments incorporated.

 

The ordinance was provided to the City Council in January 2008.  The Council failed to introduce the ordinance at the January 28, 2008 meeting.  Additional changes were made to the ordinance and can be found beginning at line 363.  The additional language provides that a lessee of City owned property is responsible for obtaining sign permits. This language and the entire ordinance have been reviewed by the City Attorney.  Further, the City Clerk has determined the change is substantial enough to be considered by the City Council at this time.

 

The Homer Advisory Planning Commission held a public hearing on this ordinance at the regular meeting of May 21, 2008, as required by HCC 21.70020(c)(1).  

 

Recommendation:

 

The Homer Advisory Planning Commission recommends the Homer City Council adopt the ordinance as proposed.
