SUBJECT: Resolution Amending the Homer Advisory
Planning Commission Bylaws and Policies and Procedures Manual
The Homer Advisory Planning
Commission (HAPC) has appointed a subcommittee to undertake a thorough review
and revision to the Bylaws and Policies and Procedures Manual. The subcommittee worked with staff for
several months and then presented proposed amendments to the HAPC.
The HAPC made further amendments
to the Bylaws and Policies and Procedures Manual at several subsequent work
sessions and adopted those amendments at the regular meeting on

By-laws and PPM divided in to two separate
documents
·
Non-HAPC topics removed (staff and City
Council/Board of Adjustment)
·
Language identical to Title 21 was removed
·
A flow chart was added to the Policies and
Procedures Manual to show the roles/relations of staff, HAPC and City Council
·
Appeals were consolidated to one place in the
PPM
The by-laws were amended:
·
to require all commissioners be physically
present in order to attend a meeting (no teleconferences)
·
A meeting end time of
·
A section governing committees was added
·
Conflict of Interest was clarified
·
Section discussing situations of personal
interest was added
·
Section discussing ex parte communications was
added
·
A vacancy is created when a commissioner misses
three consecutive or six regular meetings in a calendar year (allowable
absences)
It should be noted that the number of allowable absences
note above is not consistent with HCC
1.76.040(c). The Commission recommends
the City Council to amend HCC 1.76.040 should be amended to reflect the number
of allowable absences.
Recommendation:
The Homer Advisory Planning Commission recommends adoption of the
resolution amending the Bylaws and Policies and Procedures Manual.
