Subject: Trails Manual Preparation

Contract Approval

The FY 08 budget included funding for the preparation of a “Trails Manual”. This manual will become apart of the Design Criteria Manual. The manual now provides design criteria for road construction. The new manual will provide criteria for trail easements, criteria for primitive, gravel and paved trails, and provide guidance on how trails will be incorporated into new subdivisions and City projects.

Public Works has a term contract with two engineering/planning firms. William Nelson and Associates was selected as the most qualified. The firm has created a team with extensive trail planning and design experience. Public Works and the Planning Department has reviewed their proposal and found it to contain provisions for all work contemplated.

The FY 08 budget contains $30,000 to complete this work. The Nelson proposal estimates the cost of this work to be $25,430. Attached is a copy of the scope and budget proposed. Public Works has determined that the fee is reasonable.

Recommendation:

The City Council approve the award of this contract to William Nelson and Associates, Kenai, AK in the amount of $25,430 and authorize the City Manager to execute all appropriate documents necessary to complete the preparation of the trails manual through the term contract with the firm.
