Subject: Reber Trail grant
award
Last September, the City of Homer applied
for funding through the Alaska Department of Natural Resources’ Recreational
Trails Grant Program to help cover the costs of constructing the Reber Trail,
which will connect Fairview Avenue to West Hill
Road (via Reber
Road). The City Council passed Resolution
07-90 in support of the grant application. We applied for $50,000, the maximum
allowed through the program.
In February 2008 we received
word from DNR that our
grant application had been approved for the full $50,000. The total estimated
cost for the project is $159,000. In approving Ordinance 08-28 to accept the
grant award, the City will agree to cover costs above and beyond the $50,000
provided by the Recreational Trails grant. The source of funding for this match
would be the Homer Area Roads and Trails (HART) program approved by voters in
October 2006.
Once the grant agreement has
been signed, we anticipate that project survey and design work will be
completed by October 1,
2008; a construction contract will be awarded by early
2009, and actual construction will take place in summer 2009.
RECOMMENDATION: Approve Ordinance
08-28 accepting the grant award from DNR for the
Reber Trail project and authorizing the City Manager to execute all necessary
documents.
