RE: Community Design Manual
The Homer Advisory Planning Commission recommended
the City Council approve changes to the Community Design Manual (CDM), as part
of the Scenic Gateway Overlay District. The District was created by an
ordinance, and the CDM is amended by resolution. Originally, both the ordinance
and the resolution were presented to the Council in spring 2008. The Council
postponed deciding on the ordinance until a few months ago, when it was
adopted. As a result, the resolution to amend the CDM is now back before the
Council.
The resolution amending the CDM was originally
adopted by Council in the spring, but then reconsidered since the ordinance to
create the new district had not been passed. The resolution was postponed
indefinitely, until a decision was made on the ordinance creating. Now that the
new district is in place, the resolution is back before the Council to amend
the CDM, as recommended by the Homer Advisory Planning Commission.
Recommendation: Approve the resolution
