RE:                   LOT 13B

 

The Lease Committee brought forward the following motion during their May 18, 2009 meeting:

 

ALDERFER/HARVILLE - MOVED TO REQUEST RECOMMENDATION AND SUPPORT FROM THE PORT AND HARBOR ADVISORY COMMISSION REGARDING APPROVAL OF ATYPICAL LEASES FOR LOT 13B TO FIT THE CURRENT ECONOMIC MODEL FOR THE INDUSTRY.

There was further discussion on the actions that have been taken to allow Ocean Beauty and Snug Harbor that has not actually violated the Lease Policy, but may have violated the spirit of the policy. Short-term value is there having these businesses, but there is additional value in long-term leases for the City. This approved recommendation would also require change to the current policy and research into current safety and building code issues.

VOTE. YES. NON-OBJECTION. UNANIMOUS CONSENT. 

Motion carried.

The Port and Harbor Advisory Commission discussed this issue at their May 27, 2009 meeting under B. Lease Committee Report.  The consensus of the Commission was to support the businesses as they provide a valuable service and encourage them to sign a three to five year lease. 

The following is the discussion by the Port & Harbor Advisory Commission (unapproved, excerpted minutes attached):          

(Port and Harbor Director Hawkins) reported the status of Ocean Beauty and Snug Harbor.  Ocean Beauty has packed up and left the Spit.  They provide a valuable service, planning has voiced concerns regarding the buildings.  A long-term lease would probably force them out.  He feels strongly that they would be agreeable to a three or 5-year lease.  Commissioner Carroll recommended asking them what the City could do for them to encourage them to sign a lease.  Commission Ulmer felt they would be glad to entertain that conversation.  Commissioner Wedin suggested if the City was entertaining cruise ships then something could be done for these businesses.
