SUBJECT: HART Policy Amendment Recommendations
The Transportation Advisory Committee has been
reviewing the HARP Policy and asks that Council give consideration to the
following recommendations:
·
Adjust
the fixed frontage foot assessments to provide for 20% (10% each side of the
road) of the cost of a road project to be the responsibility of the Property
Owners, 80% City Responsibility.
·
Recommend
that the City Council amend the ordinance to allow for the use of HART Funds
for local matches on State rights-of-way.
·
Recommend
a third voting option for the LID process, a non objection to the LID, which
would defer an assessment on an undeveloped lot with interest accruing on that
assessment at the same rate of the other property owners within the LID. That
deferred assessment will terminate at the point that the property is sold,
developed, or title is transferred.
·
Educate
property owners about the process. The City’s cost of informing property owners
about the HART program before or during the creation of a road LID should be
eligible for reimbursement from the HART fund.
