SUBJ: Resolution 09-119 Amending the Homer Advisory Planning Commission Bylaws and Policies and Procedures Manual
Introduction
The Homer Advisory Planning Commission reviewed their bylaws and policies and procedures at the meetings of September 16, October 1 (Work Session), October 7, October 21, and November 4, 2009. The HAPC recommended adoption of the revised documents on November 4, 2009.
There are no significant changes to either the bylaws of the policies and procedures manual. The changes are mainly a technical rewrite by staff to further streamline the documents.
Telephonic Participation
The Commission briefly discussed telephonic participation. This issue was addressed in detail when the Commission last reviewed its bylaws, about a year and a half ago. The Commission determined it would be difficult for a Commissioner to participate in quasi-judicial decisions if they were not present for the public hearings. A Commissioner would not be able to read last minute written submissions, or to see any visual evidence presented. Also, the teleconferencing equipment in the Council Chambers has not been reliable over time. At the November 4, 2009 meeting, the Commission strongly reiterated that telephonic participation is undesirable for the HAPC.
Recommendation: Adopt Resolution 09-119 amending the Homer Advisory Planning Commission Bylaws and Policies and Procedures Manual.
