RE: Raw Water Pump Station Fuel Spill Clean-up
2009 Budget Modification

Earlier this year, diesel fuel spilled from an above ground storage tank outside the raw water pump station, near the Bridge Creek Reservoir. In March a progress report was presented to the Council to describe efforts and costs to date.
The spill was reported to ADEC. An environmental consultant was hired to determine what should be done to clean-up the spill. Several monitoring wells were installed around the spill area to determine the extent of contamination and allow for future monitoring. Approximately 150 gallons of water was pumped from the wells initially; over the summer pumping continued producing relatively small quantities of groundwater. This water was treated utilizing a oil/water separator at the public works complex. No contaminated groundwater left the site or reached the reservoir. Local contractors were employed to remove contaminated soils and transport to disposal site.
To date Public Works has spent $81,652.80 to employ the environmental consultants and clean-up the spill per ADEC requirements:

ADEC is ready to certify that the site has been cleaned up with the submittal of a final groundwater sample. The cost to complete this work is estimated to be an additional $2,500.
To eliminate the potential for this to happen again, Public Works has removed the old exterior aboveground fuel tank and installed a day tank inside the pump station (with adequate containment to keep any future problems from contaminating the environment).
Recommendations: The City Council pass an ordinance amending the 2009 budget and authorize an additional expenditure of $85,000 for the clean-up of the raw water pump station fuel spill.
