RE: DEEP WATER DOCK SECURITY GATES

Background

Ordinance 08-45 to authorize expenditure of $30,000 for Deep Water Dock Security Gates was introduced in August, 2008 and postponed to March 9, 2009 to allow time to obtain a Homeland Security grant to cover or provide a portion of costs.

As of this date, a grant has not been secured.

The Port & Harbor submitted a grant application requesting $107,249 in funding for the construction of DWD security gates and the installation of a video surveillance system to the Department of Homeland Security on January 23, 2009.  DHS will notify by April 15 as to whether or not we are awarded funding.  If awarded, the Port will be required to provide a 25% match of the total construction estimate of $142,997 (approximately $37,000) in order to satisfy federal requirements.  If possible, funding for ordinance 08-45 should be secured (or re-requested) for the future construction expenditures involving matching funds.

The port is waiting for the state of Alaska to finalize criteria for its own port security grant.  Criteria should be posted sometime this spring.  We intend to apply for the state grant if we are not awarded any federal funding for the existing grant.

If all attempts to secure grant funding fail, Bryan Hawkins has been working with Carey Meyer on the design of a DWD security gate to be constructed "in house".

Recommendation

Postpone action on Ordinance 08-45 until grant awards are announced.
