SIGN RECOMMENDATION
Background:
It was agreed that due to many comments on a city-wide survey and
comments received from patrons that the Homer Public Library required signage.
The Library Advisory Board appointed members to the Exterior Sign Task
Force to establish the requirements for the exterior sign; location or
placement of the sign; produce and solicit request for proposal in accordance
with the city procurement policy; and to make final recommendation to the
Library Advisory Board for the proposals submitted.

Acting
Chair Wagner reported that several submissions were received out of the
thirteen listed on the plans holder list. Two of the proposers were not on the
plans holder list and therefore were immediately noted as non-compliant. After
initial review of the remaining five submissions there were three qualified and
compliant proposals to review.
The
Boardmembers proceeded to review each proposal submitted and discussed the
benefits of each design. Such items discussed were building materials, pricing
and the price breakdown on each proposal. It was noted that all proposals were
at the limit of the budget. A brief discussion regarding withholding budget
amount on the next request for proposal ensued. The aspect of each proposal discussed next was vandalism proof.
The
Boardmembers after a lengthy process selected the proposal listed below for
recommendation and submission to the Homer Advisory Planning Commission then to
City Council.
Proposal
submitted by Brad Hughes - a bas-relief
of mountains and cranes, rising sun over the words Homer Public Library
constructed out of concrete, found and recycled materials. This will be a
raised sign so planting bed can be installed under it.

Acting
Chair Wagner responded to questions regarding the non-compliant proposers. The
Boardmembers agreed by consensus that staff should send a letter to each
proposer thanking them for their submission and if not compliant why they were
not compliant.
Further dialogue occurred regarding a second choice just in case something
was not approved with the first choice. Some of the points mentioned about the
second choice if chosen was the increased funding needed to complete the
project. A minimal ballpark was noted as $10,000 to $25,000.00. The
boardmembers agreed on the submission from Leo Vait.

Chair Wagner requested a motion for recommendation.

AMEND TO INCLUDE PROPOSAL BY Doug
Schwiesow of Nordic Metalworks.
There was
no second to the Amendment. It failed for lack of a second.
Further
discussion regarding the selection; schedule for approval by City Council;
construction and installation ensued. Boardmember Wagner was asked if she would
present the proposal to the Planning Commission. Deputy City Clerk Krause was
asked to respond and recommended that a copy of the proposal and the Memorandum
from the Library Advisory Board with the recommendation and attached minutes
can be forwarded to the Planning Commission. Acting Chair Wagner stated she
would try to attend the meeting to answer questions.
VOTE. YES. NON-OBJECTION. UNANIMOUS CONSENT.

The Commission conducts Public
Hearings by hearing a staff report, hearing public testimony and the acting on
the Public Hearing items. (3 minute time limit) The commission may question the
public. Once the public hearing is closed the Commission cannot hear additional
comments on the topic.

Staff Report PL 09-22, Public Sign Request - Exterior Library Sign
Kyra Wagner, LAB member and Chair
of the Library Sign Committee, clarified that the sign is planned to be placed
at the corner of Hazel Avenue and Heath Street. She said if power is needed to
light the sign there has been discussion that power could come from the street
light and would come on when the street light comes on. Mrs. Wagner commented
that phase two of this design includes flower beds and the Friends of the Homer
Library are considering funding that portion of it.

Bette Seamen, LAB member,
encouraged the Commission to approve the sign.
Chair Minsch opened the public
hearing. There were no public comments and Chair Minsch closed the public
hearing.
KRANICH/MOORE MOVED TO BRING
STAFF REPORT 09-22 PUBLIC SIGN REQUEST FOR AN EXTERIOR SIGN AT THE HOMER PUBLIC
LIBRARY TO THE FLOOR FOR DISCUSSION AND APPROVAL.
There was discussion regarding
the lighting of the sign. Comment was made that it would be better for the
light to be shining down rather than shining out in an effort to capture the
stray lighting. Point was raised that lighting placed down in the foliage would
be more pleasing than a light over the top of the sign. There was assurance
that the most appropriate lighting would be used.
VOTE: NON OBJECTION: UNANIMOUS
CONSENT
Motion carried.
RECOMMENDATION:
Review and approve proposal submitted by Brad Hughes for design,
construction and installation of the Homer Library Exterior Sign and authorize
the City Manager to execute the appropriate documents.
