MEMORANDUM 09-50

TO:                  Walt Wrede, City Manager

FROM:            Carey Meyer, Public Works Director

DATE:                        April 20, 2009

SUBJECT:      Homer Airport Terminal Improvements - 2009

Re-Appropriating $7,120 from the Airport Reserves

For the Purpose of Cleaning the Airport Terminal HVAC System

__________________________________________________________________________________

Improvements to the interior of the Homer Airport Terminal are complete. The carpet in the airport terminal has been replaced with ceramic tile. The project also included new wall paint, new restroom counter tops, and heavy-duty entrance way and enplane/deplane area carpeting. This project was budgeted at $103,500; actual cost - $72,200.

The current City operating budget includes funding for cleaning the heating, ventilation and air conditioning (HVAC) at the airport terminal.  There is no funding established for cleaning the HVAC systems in any of the other City Buildings.

With the eruption of Redoubt, cleaning building heating and ventilation systems in all City buildings has become a more important priority than was envisioned at the time the 2009 operating budget was prepared. The corrosive ash needs to be removed to protect the air handling systems, and employees and public that work and do business in City buildings.

Due to the effective use of the airport terminal improvement budget, there are monies available to accomplish terminal HVAC cleaning within the airport terminal improvement budget.  Public Works proposes to use the funds in the current operating budget (originally approved to clean terminal HVAC) to accomplish the cleaning of HVAC systems in other City buildings; and utilize available funding in the airport terminal improvement budget to complete terminal HVAC cleaning.

Recommendation:  By ordinance, re-appropriate $7,120 from the airport terminal improvement budget to the cost of cleaning the terminal HVAC system; and authorize the use of funds authorized in the current operating budget for terminal cleaning for cleaning other City Buildings.
