MEMORANDUM

TO: Walt Wrede, City Manager
FROM: Bryan Hawkins, Port Director/Harbormaster
DATE: April 21, 2009
SUBJECT: Deep Water Dock Repair
The Deep Water Dock repair project for the Port and Harbor began with the need to repair damages that occurred in two separate vessel incidents during the summer of 2008. The NOAA Ship Rainier damaged fenders 8 and 14 while making her approach and landing on the face of the Dock. A month later the vessel Reliance damaged piling F13 and G13 when her mooring lines parted in the night.
The assessment of the condition of
the dock was performed by a PND engineer.
He revealed other essential repairs besides the damage done by the two
ships. The most expensive on the list is
the replacement of the dolphin ladders. This
is a safety issue that must be addressed.
The dolphins and mooring buoys are used to secure vessels that are
larger than the dock. Men must use the
ladders on the dolphins to gain access to the platform where the bollards are
located.
The mooring dolphins and mooring buoys on the Deep Water Dock were installed by Circle D. Port and Harbor took over the maintenance responsibilities when Gates Corporation completed their log and chip operations on the Spit in 2004.
