RE: Pioneer Dock Cathodic Protection/Pile
Coating Corrective Action
Other City Dock
Inspections
__________________________________________________________________________________
In 2002, the new Pioneer dock was completed. A problem with the pile coating was discovered during construction and a subsequent lawsuit was settled providing monies to mitigate the pile coating problems. The settlement was for $800,000 (of which $600,000 was set aside for remedial action).
Public Works is ready to engage a consultant to evaluate the effectiveness of the Pioneer Dock current cathodic protection system as part of a routine inspection schedule; and provide recommendations for repairing/replacing the cathodic protection system, pile coating system and installing UHMW collars in highly abrasive areas.
In addition to inspecting/evaluating the condition of the Pioneer Dock, we propose to also include inspecting the Deep Water Dock (DWD) and the Fish Dock. These other two docks were inspected by in 2002; now would be an appropriate time to investigate the effectiveness of the recent DWD cathodic protection system improvements made in 2005, and confirm the effectiveness of the corrosion protection system on the Fish Dock.
Proposed Work Cost Charge to Account
Pioneer Dock Inspection/Recommendations $28,495 456-380
Deep Water Dock Inspection $11,775 456-380
Fish Dock Inspection $12,600 456-380
$52,870
Recommendations developed from the inspection of the Pioneer Dock will most likely lead to a design effort and preparation of construction plans. Once the scope of the remediation work is known, Public Works will request additional authorizations from the City Council to proceed beyond the planning work described above.
Recommendation: The Council pass an ordinance authorizing the use of Harbor Reserve funds in the amount of $52,870 to complete inspections of the three City Docks described above.
