RE:                 TARIFF CHANGE REGARDING UNDERWAY POLICY

 

 

Background

 

In working toward a fully functional harbor, I propose the following Tariff and Moorage Agreement addition:

 

ON AT LEAST TWO DAYS IN EACH CALENDAR YEAR, SEPARATED BY AT LEAST THREE MONTHS, THE VESSEL NAMED IN THIS MOORAGE AGREEMENT SHALL DEPART FROM THE HOMER HARBOR AND ALL PORT FACILITIES FOR 24 HOURS.  A SURCHARGE OF 50% SHALL BE ADDED TO THE MOORAGE CHARGES PAYABLE FOR THE VESSEL COMMENCING AT THE TIME THIS VESSEL BECAME NON COMPLIANT WITH THIS ORDINANCE.

 

Homer Harbor is not a warehouse or a museum, it is a working harbor.  Moorage is only a very small part of what vessels bring to the Homer region.  Work boats that are not working contribute less to the Homer economy.  Will this change in the tariff drive business away?  No, I think the net result will be an increase in stable working vessels.  Our goal is to increase the number of vessels that are actively involved in working at their trade, be it recreational, commercial fishing or commercial freight/towing.  An active diversified fleet equals a healthy Port/Harbor economy.  Any new policy will be very well advertised and all vessel owners will be informed.
