In 2002, the new Pioneer dock was completed. A problem with the pile coating was discovered during construction and a subsequent lawsuit was settled providing monies to mitigate the pile coating problems. The settlement was for $800,000 (of which $600,000 was set aside for remedial action).
Public Works is ready to award a contract with PND Engineers, Inc. (PND), Anchorage, Alaska to evaluate the effectiveness of the current cathodic protection system as part of a routine inspection schedule; and provide recommendations for repairing/replacing the cathodic protection system, pile coating system and installing UHMW collars in highly abrasive areas. PND was selected based on the excellent service provided to date on similar projects (they have inspected all City Docks in the past) and their knowledge and experience with marine infrastructure. They can also bring a fresh perspective on the problem of pile coating failure/repair on the Pioneer Dock. Public Works believes that PND is most qualified to complete this work. A sole source award is justified.
In addition to inspecting/evaluating the condition of the Pioneer Dock, PND’s proposal also includes inspecting the Deep Water Dock (DWD) and the Fish Dock. These other two docks were inspected by PND in 2002; now would be an appropriate time to investigate the effectiveness of the recent DWD cathodic protection system improvements made in 2005, and confirm the effectiveness of the corrosion protection system on the Fish Dock.

Recommendations developed from the inspection of the Pioneer Dock will most likely lead to a design effort and preparation of construction plans. Once the scope of the remediation work is known, Public Works will request additional authorizations from the City Council to proceed beyond the planning work described above.
Recommendation:
1) The Council pass an ordinance authorizing the use of Harbor Reserve funds in the amount of $52,870 to complete inspections of the three City Docks described above,
2) The Council pass a resolution awarding a sole source contract for dock inspection to PND Engineers, Inc., Anchorage, Alaska in the amount of $52,870 and authorizing the City Manager to execute all appropriate documents.
