Session 06-10 a Special Meeting of the Homer City Council was called to order at 5:30 p.m. by Mayor James C. Hornaday at the Homer City Hall Cowles Council Chambers located at 491 E. Pioneer Avenue, Homer, Alaska, and opened with the Pledge of Allegiance.

PRESENT: COUNCILMEMBERS: HEIMBUCH, McLAY, NOVAK, SHADLE, STARK, WYTHE.

PUBLIC WORKS DIRECTOR MEYER

Committee of the Whole met from 4:00to 5:30 p.m. Agenda items: HARP Funded Projects, Fiscal Issues and the Budget, Whether or not we should have Regularly Scheduled Meetings in the Summer, and the Regular Agenda Items. Homer City Hall Cowles Council Chambers.

AGENDA APPROVAL

The agenda was approved by consensus of the City Council.

PUBLIC COMMENTS UPON MATTERS ALREADY ON THE AGENDA

Public Comments upon Executive Session only at this time.

There were no public comments.

NEW BUSINESS

A. Memorandum 06-65, from City Clerk, Re: Request for Executive Session AS §44.62.310(C)(1), Matters, the Immediate Knowledge of which would Clearly have an Adverse Effect upon the Finances of the Government Unit and Attorney-Client Privilege. (Water Supply.)

RECOMMENDATION: Approve the above request for Executive Session and conduct immediately in the Conference Room.

STARK/McLAY - MOVED THAT WE GO TO EXECUTIVE SESSION FOR MATTER CONCERNING THE FINANCES OF THE CITY.

There was no discussion.

City Manager Wrede asked if Public Works Director Meyer could be invited to the Executive Session.

There were no objections to inviting the Public Works Director.

VOTE: YES: McLAY, WYTHE, SHADLE, STARK, NOVAK, HEIMBUCH.

Motion carried.

Mayor Hornaday recessed the Special Meeting to Executive Session at 5:32 p.m. and reconvened the Special Meeting at 6:15 p.m.

Mayor Pro Tempore McLay reported that the Council discussed, with staff, the water plan as to where it stands at this time, looking forward to the finalization of a report coming back to the Council in the near future and that the Council gave direction to staff to look at alternate water sources.

ADJOURNMENT

There being no further business to come before the Council for this special meeting the Mayor adjourned the meeting at 6:16 p.m. The Regular Meeting follows at 7 p.m The Next Regular Meeting is scheduled for Monday, May 8, 2006 at 7 p.m. The next Committee of the whole is scheduled for Monday, May 8, 2006 at 4 p.m. All meetings scheduled to be held in the Homer City Hall Cowles Council Chambers located at 491 E. Pioneer Avenue, Homer, Alaska.
