Session 05-06, a Special Meeting of the Homer City Council was called to order at 5:30 p.m. by Mayor James C.
Hornaday at the Homer City Hall Council Chambers located at 491 E Pioneer Avenue, Homer, Alaska, and opened
with the Pledge of Allegiance.
PRESENT: COUNCILMEMBERS: BECK, McLAY, NOVAK, STARK, WYTHE, YOURKOWSKI.

Council met as a Committee of the Whole from 4:00 to 5:05 p.m.
AGENDA APPROVAL

NOVAK/BECK - MOVED FOR THE APPROVAL OF THE AGENDA.

NEW BUSINESS
A. Memorandum 05-31, from City Clerk, Re: Novak request for Executive Session Pursuant to AS
44.62.310(C)(2), Subjects that Tend to Prejudice the Reputation and Character of any Person, Provided the Person
May Request a Public Discussion. (Councilmember Stark.)
Recommendation: Conduct public discussion, as requested by Councilmember Stark.
Mayor Hornaday asked the City Clerk if Councilmember Stark was notified that he may request a public discussion.
City Clerk Calhoun responded, "Yes Mr. Mayor, Councilmember Stark was notified and he did request a public
discussion both verbally and in writing."
NOVAK/BECK - MOVED TO APPROVE MEMORANDUM 05-31.

NOVAK/YOURKOWSKI - MOVED TO AMEND MEMORANDUM 05-31 TO DISCUSS HOW WE CAN
BETTER WORK TOGETHER AS A TEAM AND BUILD A TEAM THAT CAN MOVE THE CITY AHEAD.
There was no discussion.

The City Council, as a whole, discussed how to better work together with less confrontation, about Council being a
team and working together, as a group, to best serve the needs of the City. They also discussed how to properly
portray themselves as individuals when voicing personal views and not misrepresenting the entire Council's views.
Also emphasized was when the Council has acted as a body on a matter that this is how that matter should be
represented - relaying Council's action/decision.

There being no further business to come before the Council the meeting was adjourned at 6:27 p.m. The February 28,
2005 Special Meeting follows at 7 p.m. The Next Regular Meeting is scheduled for Monday, March 14, 2005 at 7
p.m. and the next Committee of the Whole is scheduled for Monday, March 14, 2005 at 4 p.m. All meetings
scheduled to be held in the Homer City Hall Council Chambers located at 491 E. Pioneer Avenue, Homer, Alaska.
