Session 04-13, a Special Meeting of the Homer City Council was called to order at 7:02 p.m. by Mayor Jack Cushing at
the Homer City Hall Council Chambers located at 491 E Pioneer Avenue, Homer, Alaska, and opened with the Pledge of Allegiance.

The agenda was approved by consensus of the City Council with substitution Resolution 04-57(S) and the canvass board
certificate of the election results.
PUBLIC COMMENTS UPON MATTERS ALREADY ON THE AGENDA
Al Waddell greeted the Council and thanked everyone who voted. He voiced appreciation for the voters, the vote and the
Council and the job that they do.

A. Canvass Board - Election Certification Report
Norma Dudiak, Canvass Board, gave a report reading from the Election Certificate.
We, the Election Canvass Board, duly appointed, of the City of Homer, Alaska hereby certify that the validated absentee
and validated questioned ballots were opened, counted, and recorded at a legally authorized and convened meeting of the
City of Homer Canvass Board, held June 21, 2004 and that the results of that count are hereon entered with the certified
results of the votes counted for the precinct polling places via Accu-Vote Ballot Tabulation System and that the total
results are recorded hereon.

We further certify that there were 1442 Regular voters 259 Absentee voters, Special Needs Voters, and Questioned
voters for a total of 1701 voters that voted in this election. Percentage of voter turn out is 42.42%. Total registered
voters for the City of Homer are 4,010 as of May 14, 2004.
RESOLUTIONS
A. Resolution 04-58(S), Of the City Council of the City of Homer, Alaska Certifying the Results of the City of Homer
Special Initiative Election Held June 15, 2004. City Clerk.
FENSKE/YOURKOWSKI - MOVED FOR THE ADOPTION OF RESOLUTION 04-58(S) BY READING OF TITLE.
Council acknowledged the work of and thanked the Election Workers and the Clerk's Office for their work on the
election. They also thanked the voters for getting out and voting, for the good voter turn out and voiced a hope that there
would be at least this good of a turn out for the regular election.
VOTE: NON OBJECTION. UNANIMOUS CONSENT.
Motion carried.

Mayor Cushing thanked everyone.
COMMENTS OF THE CITY COUNCIL
Councilmember Ladd commented on how surprisingly close these elections results are to the results of the survey; very,
very close. He voiced his belief that in retrospect the Council needs to look at that survey and other items with it and say
that this is pretty representative of the community.
Councilmember Stark concurred with Councilmember Ladd. He advised that he has done extensive review of the Citizen
Survey taken in November of 2002 and that he took particular attention to the people that were interested in having Fred
Meyer come to Homer. He stated that there are some other issues that garnered a lot of attention by the respondents to
the survey, a 50% sample of all of the registered voters in Homer, greater than the election turnout. He voiced his thought
that there are some issues there, that he has worked on the last year and a half that he has been on the Council, and that he
thinks there are some issues that may be coming up.
ADJOURNMENT
There being no further business to come before the Council the meeting was adjourned at 7:13 p.m. The next Regular
Meeting is scheduled for Monday, June 28, 2004 at 7 p.m. The next Committee of the Whole meeting, scheduled for
Monday, June 28, 2004 at 4 p.m. All meetings scheduled to be held in the Homer City Hall Council Chambers located at
491 E. Pioneer Avenue, Homer, Alaska.
