Session 05-26, a Special Meeting of the Homer City Council was called to order at 5:37 p.m. by Mayor James C. Hornaday at the Homer City Hall Cowles Council Chambers located at 491 E Pioneer Avenue, Homer, Alaska, and opened with the Pledge of Allegiance.

PRESENT: COUNCILMEMBERS: HEIMBUCH, McLAY, NOVAK, STARK, WYTHE, YOURKOWSKI.

CITY MANAGER WREDE

Department Heads may be called upon from time to time to participate via teleconference.

The Council met as a Committee of the Whole from 4 p.m. to 5:30 p.m.

AGENDA APPROVAL

Approved by consensus of the City Council. No item may be added.

There were no public comments.

NEW BUSINESS

A. CITY MANAGER EVALUATION. Memorandum 05-155, from City Clerk, Re: Request for Executive Session Pursuant to AS 44.62.310(C)(2), Subjects that tend to Prejudice the Reputation and Character of any Person, Provided the Person may Request a Public Discussion. (City Manager Wrede.) This provides for the Council and City Manager to have a frank and open discussion that may involve sensitive and confidential matters. Any contract changes will be included in the 2006 Budget process.

Recommendation: Conduct executive session as soon after approval as the Council is ready.

YOURKOWSKI/McLAY - MOVED FOR THE APPROVAL OF THE RECOMMENDATION OF MEMORANDUM 05-155.

There was no discussion.

VOTE: YES: NON OBJECTION. UNANIMOUS CONSENT.

Motion carried.

Mayor recessed the Special Meeting to Executive Session at 5:38 p.m.

Mayor Pro Tempore Yourkowski called the Special Meeting to order at 6:48 p.m.

Mayor Pro Tempore Yourkowski stated that the Council met in Executive Session to discuss the City Manager's evaluation, that it was a very enjoyable process and that the Council gave instructions to the Mayor to begin the negotiation process to extend the City Manager's contract.

There being no further business to come before the Council the meeting was adjourned at 6: 51 p.m. the Regular Meeting begins at 7 p.m.

The Next Regular Meeting is scheduled for Monday, October 24, 2005 at 7 p.m. The next Committee of the Whole is scheduled for Monday October 24, 2005 at 4 p.m. A Special Meeting is scheduled for Monday, October 17, 2005 to administer the Oath of Office to the Newly Elected Councilmembers. A Special Meeting is scheduled for Monday, October 24, 2005 at 5:30 p.m. for Board of Adjustment Appeal Hearings. All meetings scheduled to be held in the Homer City Hall Cowles Council Chambers located at 491 E. Pioneer Avenue, Homer, Alaska.
