Session 06-21 a Special Meeting of the Homer City Council was called to order at 5:32 p.m. by
Mayor James C. Hornaday at the Homer City Hall Cowles Council Chambers located at 491 E.
Pioneer Avenue, Homer, Alaska, and opened with the Pledge of Allegiance.
PRESENT: COUNCILMEMBERS: HEIMBUCH, McLAY, NOVAK, SHADLE
(teleconference), STARK, WYTHE.

Council met as a Committee of the Whole from 4:00 to 4:57 p.m. Agenda was the Regular Meeting
Agenda Items.
AGENDA APPROVAL
The agenda was approved by consensus of the City Council.

PENDING BUSINESS
A. Memorandum 06-152, from City Clerk, Requested by Councilmember Stark, Re: City Manager
Annual Performance Evaluation. Request for Executive Session, Pursuant to AS 44.62.310(C)(2),
Subjects that Tend to Prejudice the Reputation and Character of Any Person, Provided the Person
May Request a Public Discussion. (City Manager Wrede.)
Pursuant to Council's Operating Manual: Requests to hold Executive Session. (Executive
Session will typically be conducted at the end of business, just prior to Audience Comments, unless
the Mayor calls for the Executive Session to be held at another point in the agenda.)
Recommendation: Conduct performance evaluation and executive session, as deemed appropriate.
MAIN MOTION IS ON THE FLOOR AS POSTPONED ON SEPTEMBER 11,
2006.STARK/SHADLE - SO MOVED TO CONDUCT A PERFORMANCE EVALUATION
AND EXECUTIVE SESSION AS DEEMED APPROPRIATE.
City Manager Wrede responded to the Mayor's that he did not request a public discussion.
Mayor Hornaday/City Clerk clarified that the Council may recess one time and conduct both
Executive Sessions during the same recess period.
VOTE: YES: McLAY, WYTHE, SHADLE, STARK, NOVAK, HEIMBUCH.
Motion carried.
B. Memorandum 06-153, from City Clerk, Requested by City Manager, Re: Request for Executive
Session Pursuant to AS § 44.62.310(c)(1), Matters, the Immediate Knowledge of Which would
Clearly have an Adverse Effect upon the Finances of the Government Unit and Attorney Client
Privilege. (Town Center Development.) Recommend approval and conduct with Memorandum
06-152 Executive Session.
Recommendation: Approve the above request for Executive Session, authorize attendance by
pertinent staff and conduct immediately in the Conference Room.
Note: Council may conduct this Executive Session and the one in Memorandum 06-152 concurrently.
MOTION FOR THE APPROVAL OF THE RECOMMENDATION OF MEMORANDUM 06-153.
HEIMBUCH/WYTHE - SO MOVED TO APPROVE THE REQUEST FOR EXECUTIVE
SESSION AS NOTED IN THE MEMORANDUM 06-163 AS PER THE TITLE THAT THE
MAYOR JUST READ.
There was no discussion.
VOTE: YES: HEIMBUCH, McLAY, WYTHE, SHADLE, STARK, NOVAK.
Motion carried.
Mayor Hornaday recessed the Special Meeting to Executive Session, to conduct both Executive
Sessions, back to back, there was no one in the audience, at 5:34 p.m., reconvening the Special
Meeting at 6:49 p.m.
Mayor Pro Tempore McLay stated, " We discussed the evaluation of our City Manager, and this is
still open some more discussion will be taking place before we finalize and before we go into our
budget session ahead of us. And we also discussed Town Center and some new Developments there
and we hope some more information will be forth coming that we can bring to the people.

There being no further business to come before the Council, Mayor Hornaday adjourned the meeting
at 6:51 p.m. The Regular Meeting follows at 7 p.m. The next Regular Meeting is scheduled for
Monday, October 9, 2006 at 7 p.m. and the next Committee of the Whole is scheduled for Monday,
October 9, 2006 at 4 p.m. All meetings scheduled to be held in the Homer City Hall Cowles Council
Chambers located at 491 E. Pioneer Avenue, Homer, Alaska.
