Session 03-17, a Special Meeting of the Homer City Council was called to order at 5:42 p.m. by Mayor Jack Cushing at the Homer City Hall Council Chambers located at 491 E Pioneer Avenue, Homer, Alaska, and opened with the Pledge of Allegiance.

The Council met as a Committee of the Whole from 4:04 to 5:27 p.m regarding the Regular Meeting Agenda items.

The agenda was approved by consensus of the City Council.

NEW BUSINESS

A. Memorandum 03-162, from City Clerk, Re: Request for Executive Session pursuant to AS §44.62.310(c)(1), Matters, the Immediate Knowledge of which would Clearly have an Adverse Effect upon the Finances of the Government Unit. (Ocean Drive Loop Bluff Erosion Control Project and Pioneer Dock, Hurlen Claim and Land Acquisition Negotiations.) Conduct immediately upon approval.

Statement or action by the Council after Executive Session .

FENSKE/BECK - MOVED FOR THE APPROVAL OF THE RECOMMENDATION OF MEMORANDUM 03-162.

City Manager Wrede asked for Public Works Director Meyer and City Attorney Krieger to attend the Executive Session.

There were no objections.

VOTE: NON OBJECTION. UNANIMOUS CONSENT.

Motion carried.

Mayor Cushing recessed the Special Meeting to Executive Session at 5:45 p.m. He reconvened the meeting at 6:50 p.m.

Mayor Pro Tempore Yourkowski stated that the Council met with the Attorney, Mike Kreger, and gave him direction and also listened to a report from the City Manager on the UA property issues and gave him direction.
