ORDINANCE 03-16(S)
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE CITY MANAGER TO USE UP TO $50,000.00 FROM THE PLANNING RESERVE FUND, FOR AERIAL MAPPING SERVICES.
WHEREAS, The City applied for a Wetlands Program grant from EPA for the purpose of developing new wetlands maps
and using that information to improve wetlands management within City boundaries and the Bridge Creek watershed; and
WHEREAS, EPA approved the City's preliminary proposal and the City is now working on the final application, that is due
March 7, 2003; and
WHEREAS, The proposal is for a 3-year project, during the first year of a three year project, a 25% match was to be met with a contribution from the Kenai Peninsula Borough for aerial photography and staff time to produce contour intervals on maps generated from the aerial data; and
WHEREAS, The Borough is depending on funding from the state Coastal Impact Assistance Program to pay for the aerial
photography and that funding has been held up while the Murkowski Administration reviews the program and the grant
awards that were made before Governor Knowles left office; and
WHEREAS, The Wetlands Mapping project depends on getting the aerial data, wetlands lines, and digitizing done before
June 1, 2003 so that field work for "ground truthing" can be done during the summer season; and
WHEREAS, Council set aside $20,000.00 per year for aerial mapping for four years, and after the purchase of the GIS
equipment, approximately $50,000 remains in the Planning Reserve Account; and
WHEREAS, The City Manager, Finance Director and City Planner are in agreement that the best course of action at this
time is for the City to issue an RFP for aerial photography as quickly as possible.
NOW, THEREFORE, BE IT ORDAINED by the City of Homer :
Section 1. That the City Manager is hereby authorized to expend up to $50,000.000 from the Planning Reserve Fund for
Aerial Mapping and shall be appropriated as follows:

Section 2. This ordinance is a budget amendment only, is not of a permanent nature and is a non code ordinance.
